While our foundation is rooted in decades of testing and evaluation work within the voting systems domain, our current focus is education and professional development. Pro V&V Services developed the ProPath flexible training platform designed to guide learners through clear, progressive learning pathways that build practical capability and confidence. Election Official Training & Certification
State-specific and nationally applicable training covering: Level 1 (Foundation), Level 2 (Intermediate), and Level 3 (Advanced). Available both online and in-person.

Executive Training & Certification for Secretaries of State & Election Leaders
Specialized training modules designed for top-level election executives. This training is intended to equip Secretaries of State and their leadership teams with the necessary understanding to confidently and accurately address public concerns about election integrity, voting system security, and the federal testing and certification process.

Jack Cobb

Lead Instructor, Voting Systems Testing and Certification
Jack Cobb is Pro V&V’s Laboratory Director with more than 24 years in software development and over two decades dedicated to voting system certification. He is an ISTQB-certified Senior Software and Systems Analyst and a recognized subject-matter expert in voting system testing at the local, state, and federal levels. As a trainer for this course, he brings deep expertise in testing methodologies, certification processes, and real-world system evaluation.

Michael Walker

Instructor, Hardware Testing and Certification Processes
Michael Walker is the VSTL Program Manager and Senior Hardware Test Engineer at Pro V&V, overseeing certification operations, project management, and hardware testing for all voting system campaigns. With 16 years specializing in voting system testing, he holds ISTQB certification and is a NICE-Certified Monitoring Evaluation Expert. His instruction is grounded in practical execution—planning, scheduling, and validating complex certification efforts. Michael trains learners on hardware requirements, test execution, and certification workflow.

Wendy Owens

Instructor, VSTL Program Management and Compliance
Wendy Owens is Pro V&V’s VSTL Program Director with 27 years of experience as a Test and Compliance Engineer, including 18 years focused on voting system testing. She holds an MBA in Project Management and a BS in Mechanical and Aerospace Engineering, along with ISTQB certification and a UAH Test and Evaluation Certificate. She has developed and implemented an EAC-audited and accepted formal training program on voting systems certification testing, audit, and assessment. As a course instructor, she provides systems-level insight into compliance, program oversight, and the standards that govern voting system certification.

James Long

Instructor, Election Technology Operations and Certification
James Long is a senior election-technology leader with nearly two decades of experience spanning voting system certification, system development, large-scale procurement, and nationwide field support. James previously served at a Voting System Test Lab, managing state and federal certification campaigns, and earlier worked at the U.S. Election Assistance Commission supporting the Testing and Certification Program and collaborating with NIST on updates to federal standards.
As an instructor for this course, James brings an end-to-end perspective on how election systems are built, certified, deployed, and supported in real jurisdictions across the country and internationally. His background includes testing methodology, project management, and hands-on election operations.
